The initial effort was a joint effort of the: Penfield Central School District's Transportation Department, and the Penfield School Transportation Association to promote school bus safety.

Tom Cirrioncione and Sandy Spaulding coordinated the effort as the PCSD Director of Transportion and PSTA President respectively.

A bus was decorated including a banner promoting Operation Safe Stop provided by the Rochester Area Transportion Supervisors Association (RATSA).
